我国建设自由贸易港的国际经验借鉴

国际知名自由贸易港都非常重视制度创新,并表现出与时俱进的结构转型、高效便捷的海关监管体系、高度现代化的金融服务等特点。当前,我国建设自由贸易港面临着法律体系使政策创新受到阻碍、离岸市场经济还没有发展起来、金融市场监管模式不适应现实需求、市场风险较大等障碍。这决定中国建设自由贸易港应着眼于借助自由贸易港提升对外开放层次、加快完善法律政策体系、优化营商环境、带动区域经济增长。因此,应借鉴国际先进经验,通过健全自由贸易港建设法律政策环境、大力发展自由贸易港离岸经济、加快推进货物贸易自由便利化、健全自由贸易港其他辅助政策等措施,扎实推进我国自由贸易港建设。

Internationally-renowned free trade ports all attach great importance to institutional innovation, and show the characteristics such as restructuring that keeps abreast with the times, efficient and convenient customs supervision system, and highly modernized financial services. At present, China faces many obstacles in the development of its free trade ports,which are mainly manifested in the following:policy innovation hindered by the legal system, the offshore market economy not yet developed, the financial market regulatory mode not meeting the real needs and the market being at high risks, etc.. This shows that China’s development of free trade ports should focus on the use of free trade ports to enhance the level of opening up, accelerate the improvement of the legal and policy system, optimize the business environment, and drive regional economic growth. Therefore, it is necessary to draw on the advanced international experience and take measures such as improving the legal and policy environment of free trade port development, vigorously developing the offshore economy of free trade ports, accelerating the free trade facilitation of goods, and improving other auxiliary policies of free trade ports to steadily promote their development.
