Forging ahead with firm faith——Historical review and prospects of community health services in China

文章通过对我国不同时期社区卫生服务发展的历程进行梳理,总结了社区卫生服务取得以下成绩:政府强有力的政策支持与资金投入,提供了坚实的政治保障;社区卫生服务机构建设快速完成,人才队伍逐步壮大;医疗服务量稳步增长,有效缓解“看病难、看病贵”;公共卫生服务得以强化,关口前移,防患于未然;分级诊疗,医疗联合体扎实推进,形成良性分工合作格局;中医药进社区广泛推行,发挥祖国医学简便廉验的特色;医保政策给予倾斜,引导居民理性就医。但仍不可回避存在的一些不足。展望未来,我们认为:进一步加大对中西部地区支持和帮扶力度;加大对全科医生培养规模,提升培养质量;强化政府支持和社会广泛参与;中国特色全科医生制度指日可待。

Through the review of the development process of community health services in different periods of China,the paper summarizes the following achievements in community health services:The government’s strong policy support and capital investment have provided a solid political guarantee;The construction of community health service institutions has been completed quickly,and the talent team has grown steadily;The medical service volume has grown steadily,effectively alleviating the difficulties in seeing a doctor and high medical costs;Public health services have been strengthened to prevent diseases before they occur;Hierarchical medical service system and medical association make significant headway to form a pattern of favorable functional assignment and cooperation;Traditional Chinese Medicine is widely implemented in community health services,giving play to the characteristics of convenience and effectiveness;Medical insurance policies give support and guide residents to seek medical treatment rationally.But there are still some weaknesses.In the future it is necessary to further enhance support and assistance to the Central and Western China,increase the training scale of general practitioners and improve the quality of training,strengthen government support and broad participation of all walks of life.Only by realizing these can the general practitioner system with Chinese characteristics be round the corner.
