中国少数民族医药服务政策体系研究

Policy system for minority medical services of China

中国少数民族医药服务政策包括以少数民族医学为主体的医疗机构的整体布局和设置、机构准入、建设标准、管理体制和机制、服务能力提升、医院服务模式等方面的政策,我国由中央政策和地方各级各类政策所共同构成的少数民族医药服务政策体系已经初步形成,但还有各地区发展不平衡、缺少规划类政策、缺乏规范类政策、服务能力提升政策不完善等问题,民族医药在优势领域中的重要地位还未充分展现,建议通过尽快修订、出台自治地方的民族医药条例,完善民族医药服务规划类政策、服务规范类政策和能力提升类政策,来完善少数民族医药服务政策体系,使其在推动少数民族医药服务能力提升、服务质量优化等方面,发挥更加积极的作用。

The policies for minority medical services in China include the policies with regard to the overall layout and setting of minority medical institutions,institutional access standard,construction standards,service management,service capacity improvement,and hospital service mode,etc.The minority medical services policy system has been formed preliminarily with policies issued by central and minority autonomous regional governments.However,there are still some problems existing in this policy system,including the imbalance between policy developments in various regions,lack of policies for planning,lack of policies for standardization and imperfect policies for capacity improvement.The advantages of minority medicine have not fully shown.It is recommended to improve the minority medical services policy system by revising and promulgating minority medicine regulations,improving policies for planning and standardizing minority medical services,and policies for capacity improvement.On the basis of these measures,the minority medical services policy system can play a greater role in promoting the improvement of minority medical service capabilities and optimizing the service quality.
