社会组织参与“一带一路”民心建设的作用及实现路径

The Role and Realization Path of Non-Governmental Organizations Participating in the “One Belt And One Road” Construction of the Hearts and Minds

我国社会组织在沿线国家开展民心建设为“一带一路”建设营造积极健康的舆论氛围、制定灵活高效的援助方案、搭建交流互通的多彩舞台、提供全球治理的中国智慧。同时,社会组织在沿线国家民心建设中也存在组织发展能力不足、缺乏健全的管理体制机制、民间交往与官方外交耦合性欠缺及复杂国际形势制约社会组织国际化发展等现实挑战。因而需要通过明晰社会组织发展的价值定位、健全社会组织的管理体制机制、增进民间交往与官方外交同向发力、借鉴社会组织建设经验推进国际化发展等路径,提升我国社会组织参与“一带一路”民心建设的水平与能力。

China’s Non-Governmental Organizations have carried out popular education projects in the countries along the border to create positive and healthy public opinion atmosphere,foster flexible and efficient aid programs,build a colorful stage for exchanges and exchanges,and provide Chinese wisdom for global governance.At the same time,there are also some practical challenges in the construction of the people’s hearts of the countries along the line,such as the lack of organizational development capacity,the lack of sound management system and mechanism,the lack of coupling between civil exchanges and official diplomacy,and the complex international situation which restricts the internationalization of Non-Governmental Organizations.Therefore,we should enhance the level and ability of our Non-Governmental Organizations to participate in the“One Belt And One Road”popular mentality through clarifying the value orientation of Non-Governmental Organizations development,improving the management system and mechanism of Non-Governmental Organizations,promoting the communication between civil society and official diplomacy,drawing lessons from the experience of Non-Governmental Organizations,and promoting international development.
