在铁路基础设施联通过程中,以合格评定程序为代表的技术性贸易壁垒阻碍了互联互通进程。“一带一路”倡议的提出,加快了中国铁路“走出去”的步伐。通过开展铁路产品贸易需求分析,阐述合格评定在中国铁路产品中的应用,剖析合格评定相互承认遇到的困难和问题。结合我国合格评定相互承认最新进展,从技术角度探讨与不同贸易水平国家之间的合格评定相互承认路径。

In the process of railway infrastructure connectivity,conformity assessment procedures which represent technical trade barriers have hindered the interconnection process.The proposal of Belt and Road Initiative has pro moted the pace of‘going out’of China Railway.Through the analysis of trade demand of railway products,this pa per expounds the application of conformity assessment in China Railway products,analyzes the difficulties and prob lems encountered in mutual recognition of conformity assessment,combined with the latest progress of it,and probes into the path of mutual recognition of conformity assessment with different trade level countries in the means of tech nology.
