2020年东京奥运会日本筹办与备战重要举措分析及启示

Important Measures of Japan’s Organization and Preparation for Tokyo 2020 Olympic Games and its Inspiration

采用科学计量学和文献分析等方法,梳理日本筹办与备战2020年东京奥运会的学术文献,总结归纳日本东京奥运会的筹办与备战举措。研究认为,日本注重体育旅游、奥运遗产、奥运安保、公共环境与健康、网络通信技术、奥运村建设、交通设施以及语言服务8个领域的筹办,并从优化组织机构与政策、加大科技助力、创新训练理念和方法、加强运动员身心疾病的预防与治疗、完善反兴奋剂对策等方面加强奥运备战。提出我国应以科技为突破口,践行北京冬奥会可持续发展的筹办理念;提前设计北京冬奥会遗产战略,统筹区域经济社会和体育事业发展;强化风险意识,确保平安奥运;提高服务质量,实现奥运会社会效益和经济效益同增长;完善举国体制,充分调动国家和社会资源服务奥运备战;注重基础研究与应用研究均衡发展,扎实推进科技助力奥运备战;借鉴国际经验,提升筹办和备战水平。

By using the methods of scientific metrology and literature analysis,this paper collated the academic literature of Japan’s organization and preparation for Tokyo 2020 Olympic Games and summarized the important measures.According to the study,Japan pays attention to the preparation of sports tourism,Olympic legacy,Olympic security,public environment and health,network communication technology,Olympic village construction,transportation facilities and language services above 8 fields.Strengthening the preparation for the Olympic Games from optimizing organizational structure and policies,increasing scientific and technological support,innovating concepts and methods of training,strengthening the prevention and treatment of athletes’physical and mental diseases,and improving anti-doping countermeasures.It showed that our country should take science and technology as a breakthrough point and carry out the concept of sustainable development of Beijing Olympic Winter Games;design bequest strategy of Beijing Olympic Winter Games ahead of time,coordinate the development of regional economy,society and sports undertakings;establish risk awareness to ensure the Olympic Games is safe and smooth;improve service quality to realize the simultaneous growth of social and economic benefits of the Olympic Games;improve the national system and fully mobilize national and social resources to serve for the preparation of the Olympic Games;pay attention to the balanced development of basic research and applied research,firmly promote science and technology to assist the preparation of the Olympic Games;draw lessons from international experience to improve the level of organization and preparation.
