为新中国教科书奠基——华北人民政府教育部教科书编审委员会考述

Laying the Foundation for the Textbooks in the New China:A Textual Research of the Editorial Review Committee of the Ministry of Education of the People’s Government of North China

1949年4月,中央宣传部领导成立的华北人民政府教育部教科书编审委员会,是新中国全国性教材编审机构的摇篮和基石,会集了当时国内教材编辑和出版领域的一批精英。他们政治可靠、业务精湛、学术造诣深、教学经验丰富,紧锣密鼓地审读和修订了解放区和国统区的各科教科书,经新华书店以及华北和上海联合出版社统一出版发行供应全国,解决了1949年秋季全国大部分地区中小学开学急需的新的教学用书问题,为新中国成立后中央政府教科书编审机构的成立和集中统一教科书体制的构建奠定了基础,也成为新中国筹建阶段颇值一提的一项重要工作。

In April 1949,under the leadership of the Publicity Department of the Communist Party of China,the Editorial Review Committee of the Ministry of Education o￡the People's Government of North China was established.It is the cradle and cornerstone of the editorial review institutions for national textbooks in the new China,bringing together a group of domestic elites in the field of textbook editing and publishing.Being steadfast in political stand,proficient in professional work,profound in academic achievement and rich in teaching experience,these elites ramped up their efforts to thoroughly review and revise various textbooks in both the liberated area and the Kuomintang-ruled area,and published and distributed these textbooks through Xinhua Bookstore,North China Associated Press and Shanghai Associated Press to meet the urgent need of primary and secondary schools in most parts of the country for new textbooks in the fall of 1949.This task laid the foundation for the establishment of echtorial review institutions of the central government and the construction of a centralized textbook system after the founding of the People's Republic of China,and became an important work worth mentioning in the preparation stage of the new China.
