利用集体建设用地建设租赁住房试点方案比较研究——基于政策文本分析

Comparison of pilot plan of rental housing constructed in collective construction land: Based on the analysis of policy text

运用公共政策执行过程中政策文本流变分析理论,构建"政策目标具体化、政策内容一致性、政策方案可行性"文本分析框架,对广州等11地利用集体建设用地建设租赁住房试点方案文本进行比较研究。结果表明:各地试点方案文本结构上与总方案保持相似,但存在着试点政策目标具体化程度不够、政策内容差异较大、试点政策方案可行性不足问题。各地应科学测算,明晰总方案试点目标,加大地方特色试点内容,贯通组织责任监督与落实机制,进一步提高试点方案的科学性和可行性。

By using the theory of policy text change analysis in the process of public policy implementation, this paper constructs a text analysis framework of "policy target concretization, policy content consistency, policy scheme feasibility", and makes a comparative study on the text of 11 pilot schemes of collective construction land construction rental housing in Guangzhou and other 10 places. The results show that the text structure of the pilot program remains similar to the general program, but there are some problems, such as the lack of specific degree of the pilot policy objectives, the large differences in policy content, and the lack of feasibility of the pilot policy program. All localities should measure scientifically, clarify the pilot objectives of the general plan, increase the content of the pilot with local characteristics, link up the mechanism of organization responsibility supervision and implementation, and further improve the scientificity and feasibility of the pilot plan.
