新疆农业结构发展质量与农业竞争力分析——基于动态Esteban-Marquillas拓展模型

Analysis on Structure Quality and Competitiveness of Agriculture in Xinjiang——Based on Dynamic Esteban-Marquillas Expansion Model

经济高质量发展和农业结构协调问题已成为我国经济转型发展的关键。本文以新疆和全国1998-2017年农业数据为样本,基于动态Esteban-Marquillas拓展模型分析法,讨论整体农业结构及各农业部门结构优势与竞争力情况。研究表明:新疆整体农业发展对全国农业发展依赖程度相对较高,农业结构内部发展质量差,阻碍了新疆整体农业发展,农业结构具有竞争力优势,但是发挥水平不足;种植业、畜牧业与总体农业结构发展相似,结构内部发展不均衡,竞争力优势处于被动状态。林业与渔业发展水平相似,受自然地理条件影响,不具有竞争力优势,结构优势发挥程度低于全国增长分量的贡献率。总之,新疆农业结构失衡严重,内部动力不足,最后从农业内部增收潜力、提升农业结构调整速度、微观农产品质量创新、农业结构优化与要素资源配置的双向关系方面给出一些建议。

The coordination of economic development and agricultural structure is the key to China’s economic transformation and development. Using the Xinjiang and national agricultural data from 1998 to2017,the paper discusses the overall agricultural structure and the advantages and competitiveness of various agricultural sectors based on the dynamic Esteban-Marquillas extended model analysis method. The research shows that the overall agricultural development in Xinjiang is relatively dependent on the countrywide agricultural development and the poor quality of development within the various agricultural sectors hinders the overall agricultural development in Xinjiang. Agricultural structure has competitive advantages but the exertion is meager. The development of planting industry and animal husbandry is similar to the overall agricultural structure whereas the internal structure is not balanced. They are in a passive state while holding competitive advantages. The level of development of forestry and fisheries is similar. Because of natural geographical conditions,they do not have competitive advantages and the contribution of the structural advantage is lower than that of national growth. In short,the imbalance of agricultural structure in Xinjiang is serious and the inner motivation is insufficient. Finally some suggestions are given from the aspects of potential of income increase within agriculture,accelerating adjustment of agricultural structure,quality innovation in agricultural products and the relationship between agricultural structure optimization and factor resource allocation as well.
