创新驱动背景下科技型中小企业融资模式探析——以河南省为例

Research on Financing Mode of Small and Medium High-tech Enterprises under Background of Innovation-driven——Take Henan Province as An Example

在科技和金融结合发展背景下,通过对河南省科技型中小企业的融资现状和融资服务存在问题进行分析,有效构建科技型中小企业多层次的融资结构。在传统融资模式改革方面,从横向维度发展科技信贷风险共担融资模式,弱化、分散、转移科技信贷风险;从纵向维度建立银行信贷质押融资方式,扩大知识产权、应收账款等质押贷款规模。在互联网融资路径构建方面,发展电子商务平台小额贷款、在线融资租赁等模式,结合"河南自贸区"建设,引导国际资本有序参与,积极推进互联网金融与传统金融的融合发展。为此,河南省要不断完善科技型中小企业融资路径构建的保障措施,保证科技型中小企业的创新发展。

Under the background of the development of science and technology and finance, this paper analyzes the financing status of high-tech SMEs in Henan Province and the problems existing in financing services, and hopes to effectively put up a multi-level financing structure for SMEs.As to reform of the traditional financing model, the paper studies a financing model of risk-sharing of high-tech SMEs credit from a horizontal dimension to minimize, diversify and divert the risk of science and technology credit.From a vertical dimension, the paper discusses establishing the financing method of bank credit pledge and expanding the scale of pledge loans such as intellectual property rights and accounts receivable.In terms of the construction of the internet financing approach, this study explores the development of e-commerce platform for micro-loans and online financial leasing, and systematic introduction of international capital and integrated development of the internet finance and traditional finance as well in the setting of Henan Free Trade Zone.To this end, the paper suggests that Henan Province should constantly improve the supporting measures for the construction of financing channels for small and medium enterprises so as to ensure the development of innovative small and medium enterprises.
