摘要
随着油气田企业的发展,每年有大量的承包商参与建设开发工作,同时承包商管理又是企业HSE管理的短板。油公司模式下承包商HSE管理可通过承包商准入、HSE教育培训、业绩评价机制建设,以及作业现场可视化、数字化管理系统、引入第三方检查评估等管理创新,对承包商实施制度化、规范化、常态化、科学化管理,做好承包商的HSE管理,实现双方的长久合作、共赢发展。
With the development of oil and gas enterprises,a large number of contractors participate in their construction and development every year.Meanwhile,contractor management is the weakness of enterprise HSE management.To implement institutionalized,standardized,normal and scientific management of contractors and achieve long-term cooperation and common development in contractor HSE management in oil company mode,we should carry out management innovation in contractor access,HSE educational training,performance evaluation mechanism construction,visual and digital management system of working site and introduction of third-party reviews and assessments.
