结合威海石岛海事处辖区试航船监管实际,按照“人、机、环境、管理”四要素,深入分析现行试航船监管模式下存在的安全隐患,从责任落实、执法联动、试航人员培训与应急演练、船舶动态监控四方面论述了试航船安全监管新模式,并最终提炼出试航船“321”监管模式。

In view of the reality of Weihai Shidao MSA,the paper analyzes the existing potential risks of trial vessels under the present supervision mode in terms of the four factors of people,machine,environment,and management.It studies the new mode of ship safety management from the four aspects of responsibility fulfillment,joint lawenforcement,personnel training and emergency exercises,and ship dynamic monitoring.Finally,it summarizes the 321 regulatory mode for trial vessels.
