钱学森对管理教育和宏观科学决策体系的贡献

Qian Xuesen’s Contributions to Management Education and the Macro-Scientific Decision-Making System

钱学森1978年发表《组织管理的技术--系统工程》一文,吹响了管理教育复兴的号角,此后沿着钱学森指出的"与理工科密切结合"的道路蓬勃发展,直至今日管理教育呈现出的繁荣局面。钱学森是大学管理教育复兴的旗手。20世纪80年代初,钱学森创建的系统工程在人口、能源、教育和经济发展等宏观决策中应用成功,得到高层领导肯定,打开了科学决策之门。从此,宏观决策过程吸收大批科技专业人员参与,形成由各级政府发展研究机构、大学和科学院系统的软科学研究机构、民间咨询机构组成的智库系统。钱学森是这套宏观科学决策体系的开拓者。

In 1978,Qian Xuesen published the article"The Technology of Organization Management-System Engineering",which marked the revival of management education.Since then,it developed vigorously along the road of"closely combining with science and engineering"proposed by Qian Xuesen.So,Qian Xuesen is the standard-bearer of the revival of university management education.In the early 1980 s,Qian Xuesen established systems engineering which was applied to decision-making in the field of population,energy,education and economic development successfully,hence he got the acknowledgement from senior leaders,which led to opening the way to scientific decision-making.Since then,a large number of scientific and technological professionals have been involved in the macro decision-making process,forming a think tank system composed of development research institutions at central and provincial governments,universities and academies of science,and non-governmental consultation institutions.So,Qian Xuesen is the pioneer of this macro-scientific decision-making system.
