对新时代群团组织改革的初步思考——基于对上海群团组织改革的调研

An Initial Reflection on the Reform of Mass-Group Organizations in the New Era:a Survey of the Reform of Mass-Group Organizations in Shanghai

群团组织作为沟通党和人民群众的桥梁和纽带,在革命、建设和改革的不同时期均发挥了重要作用。新时代,群团组织必须坚持以人民为中心的发展思想来谋求改革,把巩固党的阶级基础和扩大党的群众基础作为自己的政治使命,克服自身存在的“机关化、行政化、贵族化、娱乐化”不良倾向,增强群团工作的“政治性、先进性、群众性”。总结上海市群团组织改革经验,提出把“地方化、社会组织化、兼职化和专业化”作为下一步体制机制创新的努力方向,助推国家治理体系和治理能力现代化。

As a bridge and link between the Party and the people,mass-group organizations have played an important role in different periods of China’s revolution,construction,and reform.In the New Era,mass organizations must pursue reform by adhering to the people-centered development ideology,take it as her own political mission to consolidate the Party’s class foundation and to expand her mass base,overcome her own“machine,administrative,aristocratic,entertainment” bad tendencies such as“being bureaucratized,being administerized,being privileged,and being hedonistic”,and enhance“the political nature,advanced nature,and mass nature”of works of mass-group organizations.With the summary of the experience of the reform of mass-group organizations in Shanghai,this article puts forward that“localization,social organization,part-time employment,and specialization”should be taken as the direction of those mass-group organizations’efforts in institutional innovation,so as to promote the modernization of China’s governance system.
