Emotional Governance in Urban Communities: Foundations,Mechanisms,and Limits

情感治理建立在中国社会特有的文化生态基础之上。治理主体将人情、面子等传统人际交往规则吸纳到治理中来,对维系社区秩序、实现社区善治具有重要作用。情感治理具有原生型情感治理与工具型情感治理两种类型,其中原生型情感治理是基础性的、非策略性的治理机制,有利于营造良好的社区情感氛围,同时也能够为工具型情感治理积攒情感资源。工具型情感治理则是将情感资源运用于维稳、拆迁等特殊场景之中,策略化地运用情感来解决问题。将理性与感性、情感与制度、思想与技术更好地结合,是改进新时代社会治理的要求,也是推进国家治理体系与治理能力现代化的题中之义。情感治理既需要治理主体对治理客体的情感关怀,需要责任的承诺,也需要通过制度创新来更好地予以实践。

Emotional governance is based on the unique cultural ecology of Chinese society.The governance subjects absorb the traditional interpersonal rules such as Renqing and Mianzi(face)into the governance,which plays an important role in maintaining community order and achieving good governance in the community.Emotional governance has two types:primary emotional governance and instrumental emotional governance.The primary emotional governance is a basic and non-strategic governance mechanism,which is conducive to creating a harmonious emotional atmosphere of community,and at the same time can accumulate emotional resources for instrumental emotional governance.Instrumental emotional governance applies emotional resources to special scenes such as maintaining social stability and demolition of illegal buildings,and strategically applying emotions to solve problems.Better integration of reason and perception,emotion and system,thought and technology is not only the requirement of improving social governance in the new era,but also the meaning of promoting the modernization of national governance system and governance capacity.Emotional governance requires both the emotional care of the subjects of governance for the urban resident and the commitment of responsibility to the urban resident,as well as the institutional innovation to better practice.
