Innovative practices of medical and health culture construction: An analysis based on Top-Level Design theory

目前,我国卫生行政部门、医疗机构逐渐认识到文化建设的重要性。我市卫生健康委员会尝试从党建引领、媒体融合、宣教机制几个方面进行顶层设计、整体规划,探索创新举措,引领全行业文化建设,收获了包括提倡"以人为本"的建设氛围、建立科学有效的管理机制、发展多元融合的文化价值在内的一些成效和经验。

The importance of cultural construction has increasingly been recognized by health authorities and medical institutions in China.In our city,the municipal health commission has carried out top-level design and overall planning,developed innovative measures,and played a leading role in the culture construction in medical and health institutions in line with the leadership by the Party,media integration,and awareness-raising activities.Success and experience have been achieved in establishing a"peopleoriented"environment and scientific and effective management system and developing culture values that encourage diversified integrations.
