摘要
2019年黑龙江省汛情、旱情、灾情是有气象、水文记录以来较为严重的一年,特别是夏季洪涝灾害是1998年大水之后最严重的一年。在分析2019年水旱灾情及其主要特点的基础上,介绍了黑龙江省实现无垮坝无人员伤亡、守住水旱灾害防御安全底线的组织领导工作及采取的具体措施,总结了当前存在的主要问题,对下一步工作提出了建议,以期为今后水旱灾害防御提供借鉴。
The year 2019 has witnessed most severe flood and drought disasters in Heilongjiang,since it has meteorological and hydrological data.The big flood in summer breaks the record of worst flood in 1998.Based on evaluation of main features of flood and drought conditions in 2019,the article focuses on the practices of flood and drought defense by effective organization and leadership,with a summary of key issues and suggestions for the next step.
