喀什地区地处中国西北边陲,经济落后,但其非物质文化遗产极为丰富,因此对于非物质文化遗产的保护和发展迫切,且作为多民族聚居区,该地区扶贫发展过程复杂且繁重。而非物质文化遗产的精准扶贫作为精准扶贫的一种创新方式是由政府主导、社会参与、培养创新人才,同时对当地产品进行创新,最后进行资源整合。这种开发保护并重的扶贫方式对于扶贫和对非物质文化遗产的发展具有很高的可行性。现将从非物质文化遗产和精准扶贫的相关性入手,在两个不同的方面设置相关影响因子。通过相关数据的搜集,利用SPSS软件进行数据测算,根据测算结果来探讨精准扶贫政策下,对于喀什地区非物质文化遗产的发展和传承的积极与消极作用。从而从不同角度给出相关建议,使喀什地区非遗更好地发展传承和贫困居民更好地脱贫。

The region of Kashgar is very rich in intangible cultural heritage, however, because it is located in the northwest of China and its economy is relatively backward, the protection and development of intangible cultural heritage is particularly urgent. As a multi-ethnic region, the process of poverty alleviation in Kashgar is complicated and arduous. The immaterial cultural heritage of precision poverty alleviation as an innovative way of poverty alleviation is government-led, social participation, training innovative talents at the same time to innovate local products, and finally to integrate resources;The development and protection of poverty alleviation is highlyfeasible for poverty alleviation and the development of intangible cultural heritage.This paper will start with the relationship between intangible cultural heritage and precision poverty alleviation, and set up the relevant influence factors in two different aspects. Through the collection of relevant data, using SPSS software to calculate the data, according to the results of the calculation to explore the positive and negative effects on the development and inheritance of intangible cultural heritage in Kashgar region under the accurate poverty alleviation policy. So as to give some suggestions from different angles, in order to that Kashgar region can develop inheritance better and poverty-stricken residents can get rid of poverty better.
