人类命运共同体意识的复杂性与全球治理——一种新全球治理理念的构建

人类对新的全球治理理念的呼唤,缘于当代全球化提出的挑战和当代全球治理的制度困境。这种新的全球治理理念就是人类命运共同体意识,重视对这一意识的复杂性与全球治理间关系的系统研究,才能构建新的全球治理理念。这项研究包含三个逻辑环节:一是提出“人的特质”与“人的存在”的矛盾运动及其演变规律的论说,以确立全面认识和把握人类命运共同体意识的复杂性与全球治理间关系的历史观基础;二是据此把人类命运共同体意识分为“三个层级”,即精神文化层级、全球治理机制规则层级、全球治理机制与地区或区域治理机制和民族国家治理机制关系层级,并探询三个层级人类命运共同体意识的特点及其相互关系,揭示人类命运共同体意识在全球治理机制中作用的复杂性;三是科学认识人类命运共同体意识在全球治理转型时期的权力分散和分享过程中的复杂性,以及在民族国家之间、民族国家利益与人类整体利益之间关系中的复杂性,阐释正确把握人类命运共同体意识的复杂性与超越目前全球治理制度困境的关系,从而昭示人类命运共同体意识在全球治理中确立与贯彻的规律和特点。

Only by attaching importance to the systematic study of the relationship between the complexity of human destiny community consciousness and global governance can we construct a new concept of glob-al governance.This study contains three logical links.First,this paper puts forward the theory of the con-tradictory movement between“human nature”and“human existence”and its evolution law in order to establish the historical view basis for comprehensively understanding and grasping the relationship be-tween the complexity of human destiny community consciousness and global governance.Second,the con-sciousness of human destiny community is divided into“three levels”to reveal the complexity of the role of human destiny community consciousness in the global governance mechanism.Third,the complexity of the decentralization and sharing of power in the transition period of global governance are scientifically un-derstood to reveal the rules and characteristics of the establishment and implementation of human destiny community consciousness in global governance.
