论新时代背景下中国社会工作的人民观

On the People-centered View from China’s Social Work in the New Era

新时代背景下促进中国特色社会工作发展,首先要确立中国社会工作的人民观。社会工作作为一门学科,其理论与方法最初系从西方引入,理论基础中突出的是价值维度问题。西方社会工作的产生和发展,与西方社会政治、经济、文化、社会思潮等关系密切,如各种思潮极力主张人道主义,彰显人本主义、天赋人权,等等。资产阶级意识形态与宗教伦理成为西方社会工作价值理论的思想基础,并体现其价值维度。而中国社会工作所追求的人民观早已超越了人本主义和人文主义的价值理念,其价值维度是以马克思主义关于人的理论学说为基础。在此基础上的中国社会工作,须树立起以人民为中心的价值理念。这个“人民”的概念已经不是哲学意义的人本主义的“人”,系指人民作为人的基本形态,是由中国特色社会主义性质所决定的。在社会主义社会中,人的需要等同于人民的需要,人的解放等同于人民的解放,人的权力等同于人民的权力。这种意义下,人的概念其内涵和外延就是“人民观”。

In order to promote the development of social work with Chinese characteristics in the new era,we must first establish the people’s view from social work in China.The people-centered view pursued by Chinese social work has already surpassed the values of humanism.Its value dimension is based on Marxist theory of human.On this basis,China’s social work must establish a people-centered value con-cept.The concept of“people”refers to the basic form of people,which is determined by the nature of so-cialism with Chinese characteristics.In socialist society,human needs are equal to people’s needs,hu-man liberation is equal to people’s liberation,and human power is equal to people’s power.In this sense,the connotation and extension of the concept of human is the concept of the people.
