第二届"一带一路"国际合作高峰论坛全面开启了高质量共建"一带一路"的新阶段。"一带一路"高质量建设的推进既有六年来夯基垒台、务实合作所取得的成就作为坚实基础,又有中国的倡议引领、沿线国家的广泛认同以及联合国等国际机构的认可支持,但国际环境发展的不确定性和不稳定性、域内外大国的质疑与战略性竞争以及六年来建设进程中出现的具体问题也带来不容忽视的挑战。"一带一路"建设在新阶段的高质量发展方向,是中国因应国际环境变化、外界质疑,并及时解决建设进程中遇到的困难和问题的主动选择,将使"一带一路"建设更具可持续性。"一带一路"高质量建设是一项长期的系统工程,中国需要继续发挥引领作用,在寻求与沿线国家的利益交汇点的基础上,以高质量的基础设施为"骨骼",以多元化的融资为"血脉",通过构建区域价值链将禀赋不同的沿线国家聚合为一个有机整体,同时以制度建设作为切实保障,以实现高质量建设的各层目标。

The Second Belt and Road Forum for International Cooperation has opened a new stage of constructing the Belt and Road.The achievements in the past six years are the solid foundation for further construction.Despite the uncertainty in the international environment,doubt of big powers,China sticks to the high quality construction in the Belt and Road Initiative for a more sustainable development.The high-quality construction of B&R is a long-term systematic project.China needs to continue to play a leading role and take measures such as building high-quality infrastructure,diversifying financing,building regional value chain,and promoting institutional construction to meet the common interests of China and other countries.
