“一带一路”六大经济走廊贸易便利化测评报告（2013～2018)

Evaluation Report on Trade Facilitation of the Six Economic Corridors under the Belt and Road Initiative

"贸易畅通"是"一带一路"经济走廊建设的重点领域,贸易便利化水平的提升在推动沿线各国经济发展、降低贸易成本和推动区域合作达成等方面具有十分重要的作用。作为"一带一路"建设的重要内容和主要支点,"一带一路"六大经济走廊成为测度和评价"一带一路"贸易便利化发展和"贸易畅通"的建设推进绝佳样本。本文通过构建贸易便利化指标评价体系,以2018年和2013年两年数据为基础,考察了"一带一路"六大经济走廊和沿线重点国家的贸易便利化发展变化情况,在政府能力与政策环境、海关与边境管理、物流与基础设施、金融与通讯等层面进行了国别和区域性的比较,并提出了进一步提高"一带一路"贸易便利化水平的政策建议。

Achieving Unimpeded Trade is a major part of the efforts to develop economic corridors under the Belt and Road Initiative.Trade facilitation plays a vital role in promoting economic development of the various countries involved,reducing trade costs and increasing regional cooperation.As the important content and main fulcrum of the Belt and Road Initiative,the six economic corridors have become an excellent sample for measuring and evaluating the trade facilitation level and the development of Unimpeded Trade.By constructing a trade facilitation index evaluation system and using the data of 2018 and 2013,this paper investigates the evolution of trade facilitation level in the six economic corridors and the major participating countries,compares different countries or regions in terms of government and policy customs and border;logistics and infrastructure,and finance and communications,and makes a policy suggestion on further improving the trade facilitation level.
