改革开放以来,中国逐步形成一种发展导向型国家治理模式。在“发展共识”的引领下,中国特色发展型政府、稳定而有活力的市场经济和有序社会持续互动所形成的国家治理结构,将内部的要素禀赋、经济结构条件以及外部发展环境汇聚并转化为支撑发展的强大动力。随着中国经济从高速增长阶段转向高质量发展阶段,发展的内涵更加丰富,对国家治理质量提出更高要求,只有进一步深化制度改革,推动发展型政府转型升级,建立市场增进型治理结构,形成利益整合型社会治理体系,才能建立起支撑经济社会高质量发展的现代化国家治理模式。

Since the reform and opening up,China has gradually formed a development-oriented state governance mode.Under the guidance of the“Development Consensus”,the national governance structure formed by the continuous interaction be tween a developmental government with Chinese characteristics,a stable and dynamic market economy and an orderly society will bring together internal factor endowments,economic structural conditions and external development environment,and trans fer them into a powerful driving force for development.As China's economy shifts from a high-speed development stage to a high-quality development stage,the connotation of development is more abundant,and higher requirements are imposed on the quality of national governance.Only by further deepening institutional reform,promoting the transformation and upgrading of de velopmental governments,establishing a market-oriented governance structure,and forming an interest-integrated social gover nance system,can we establish a modern state governance mode that supports the high-quality development of the economy and society.
