摘要
本文从系统论角度把科技创新驱动经济高质量发展复杂系统过程分解为科技创新和经济高质量发展两个阶段,由此构建科技创新驱动经济高质量发展绩效评价概念模型和指标体系,运用网络WSBM模型对中国30个省份科技创新驱动经济高质量发展的绩效水平进行测算。研究发现:(1)目前中国科技创新驱动经济高质量发展整体绩效水平偏低,地区差距较大,东部地区明显优于中、西部,东北最低。(2)ArcGIS平台下对各地区总效率进行空间聚类分析,发现各地区总效率呈现较为明显的空间集聚特征,集聚区域分别呈带状和团簇状分布。(3)从两阶段效率来看,经济高质量发展阶段效率高于科技创新效率,子阶段效率与总效率之间存在着显著的正相关,但总效率受科技创新效率影响程度高。(4)影响因素中,R&D经费投入、人均GDP、对外开放度显著影响总效率及两阶段效率;科技服务水平、劳动者素质与总效率、经济高质量发展阶段的效率呈显著正相关;政府投入对总效率、科技创新效率呈不显著的负向影响,市场化水平对总效率、两阶段效率的影响都不显著。
From the perspective of system theory,the process of technological innovation driving economic high-quality development of complex systems is decomposed into two stages including technological innovation and high-quality economic de velopment.This paper constructs a conceptual model and indicator system for the performance evaluation of high-tech develop ment driven by science and technology innovation,and uses the network WSBM model to measure the performance level of highquality development of science and technology innovation driven by 30 provinces in China.The study finds that:(1)At present,the overall performance level of China's science and technology innovation-driven high-quality development is low,and the re gional gap is large.The eastern region is obviously better than the central and western regions,and the northeast is the lowest.(2)Based on the ArcGIS platform,the spatial clustering analysis of the total efficiency of each region shows that the total efficiency of each region presents obvious spatial agglomeration characteristics,and the agglomeration regions are distributed in strips and clusters.(3)From the perspective of two-stage efficiency,the efficiency of high-quality economic development stage is higher than that of scientific and technological innovation.There is a significant positive correlation between sub-stage efficiency and total efficiency,but the total efficiency is highly influenced by the efficiency of technological innovation.(4)Among the influenc ing factors,R&D expenditure,per capita GDP,and openness significantly affect the overall efficiency and two-stage efficiency;the level of scientific and technological services,the quality of laborers and the total efficiency,and the efficiency of the highquality development stage of the economy are significantly positively correlated;The government's input has no significant nega tive impact on total efficiency and technological innovation efficiency.The impact of marketization level on total efficiency and two-stage efficiency is not significant.
