Libra project in Brazil is the first successful ultra-deep-water offshore oil and gas project of CNPC with several such characteristic as multiple business partners, more voting items, communication and coordination. Joint company constructed five major mechanisms which include joint management, joint decision-making, joint assurance process, joint audit and achievement sharing with all the partners, that help non-operators to find an effective way for to deeply participate in the project management and has achieved a remarkable success. Libra project is of great significance for CNPC and it will have a positive, far-reaching effect on the future development of CNPC in deep-water oil and gas field.
