区域科技管理联动的机制创新探析

On the Mechanism Innovation of Regional Science and Technology Management Linkage

由于区域科技发展需求的多样性、区域科技创新主体的多元化、区域科技资源的流动性以及科技创新的不确定性等特征,区域科技管理联动存在着区域科技计划不联动、区域科技平台建设不联动、区域科技项目管理不联动以及区域科技成果转移转化不联动等障碍。本文结合制度设计的理论,尝试性地提出区域科技管理联动机制建议:从动力机制解决联动的主观障碍问题、从运行机制解决客观的壁垒问题、从约束机制解决机会主义倾向问题以及从补偿机制解决制度缺陷问题。

Due to the diversity of regional scientific and technological development needs,the diversification of regional scientific and technological innovation subjects,the mobility of regional scientific and technological resources and the uncertainty of scientific and technological innovation,there are obstacles in the linkage of regional scientific and technological management,such as the non-linkage of regional scientific and technological plans,the non-linkage of regional scientific and technological platform construction,the non-linkage of regional scientific and technological project management and the non-linkage of regional scientific and technological achievements transfer and transformation.Combined with the theory of system design,this paper attempts to put forward suggestions on the regional science and technology management linkage mechanism:solving the subjective obstacle problem of linkage from the dynamic mechanism,solving the objective barrier problem from the operation mechanism,solving the opportunistic tendency problem from the constraint mechanism and solving the system defect problem from the compensation mechanism.
