“交通强国”战略背景下中国铁路行业高校开展对俄高等教育交流合作刍议——以西南交通大学为例

Discussion on the Exchange and Cooperation of Higher Education in Russia’s Higher Education Institutions under the Background of "Building a Country with Strong Transportation Network"——Taking Southwest Jiaotong University as an Example

"民心相通"和加强交通基础设施互联互通对深入推进"一带一路"倡议具有基础性和先导性意义。而开展高等教育交流合作正是实现这一愿景的重要途径。当前,中俄两国各领域互信达到新高度,为两国开启轨道交通领域合作新篇章创造了关键性前提,也为中俄两国铁路行业高校深化交流合作设立了全新的时代背景。同时,我国也在全力实施"交通强国"战略,中国铁路行业高校也将肩负起新的时代责任。中俄铁路行业高校应充分利用这一难得的历史机遇,积极深化宽领域、多层次、高水平的交流合作,尤其强调合作的多元性和务实性,加强教学科研人员和优秀学生的双向流动,取得一批具有开创性、较高学术价值的科研成果,为中俄轨道交通事业发展贡献智力和科技支撑。

People-to-people ties and the connectivity of transportation infrastructure are of fundamental and leading significance for promoting the"Belt and Road Initiative".And pushing forward exchanges and cooperation in higher education is playing an important role in this process.At present,the mutual trust between China and Russia has reached a new height,which has created a key premise for the two countries to open a new chapter in cooperation in the field of rail transit.It has also set a new era background for deepening exchanges and cooperation between the railway industry of China and Russia.At the same time,China is also fully committed to the implementation of the"strong transportation power"strategy,the Chinese railway industry colleges and universities will also shoulder the new era responsibility.Universities in the Sino-Russian railway industry should make full use of this rare historical opportunity to actively deepen exchanges and cooperation in a wide-ranging,multi-level and high-level manner,especially emphasizing the diversity and pragmatism of cooperation,and strengthening the two-way flow of teaching and research personnel and outstanding students.By obtaining a number of scientific research achievements with pioneering and high academic value,railway-featured universities in both countries should work hard in a way to provide more intellectual and scientific support for the development of rail transit in China and Russia.
