摘要
基于南宁轨道交通运营安全隐患排查工作实施需求,开展对城市轨道交通运营期安全隐患排查治理的体系研究,分析城市轨道交通运营期隐患特点,建立隐患分级治理模式、职责分配制度、隐患标准数据库和考核奖励机制,以治理理念为基础打造安全共同体。同时,结合体系研发基于移动互联网的信息化系统,最终形成一套完整的城市轨道交通运营安全隐患排查治理方法,以达到控制隐患并降低事故发生率、减少事故损失的目的。治理方法已在南宁轨道交通1号线、2号线中使用,可供我国其他城市借鉴和推广。
Considering the practical application demand of the Nanning Rail Transit operation safety hazard management, this study focuses on the investigation into such a management system. The authors outline the characteristics of safety hazards during the operation stage of the rail transit and the establishment of a safety hazard hierarchical management mode, a responsibility distribution system, a standard database of operation safety hazard and an assessment mechanism for safety hazard management. Moreover, a mobile Internet-based information platform was developed according to the system research, thereby resulting in a complete method for rail traffic operation security hazard detection and intervention to reduce both the incidence of accidents and accident losses. This method has been used in Nanning Rail Transit Lines 1 and 2 and also serves as a reference for other urban rail transit organizations in China.
