输油气站场区域化创新管理模式探讨 被引量:10

摘要 结合西南管道公司生产运行及管理实际情况,调研西气东输及西部管道站场区域化管理的成果,从区域化管理职责、人员配置、风险辨识、适应性改造、集中巡检、集中监视、运维抢一体化、员工技能提升、区域划分、标准体系、实施规划等角度进行了简要的分析和探讨,提出了管道企业以"安全第一、服务至上、专业专注、以人为本"为指导思想的区域化改革创新模式.经过分析研究,以控制风险为目标、四级报警为手段、员工能力提升为抓手、解决实际问题为出发点构建区域化管理方法,明确"先试行后推广"的思路,为全面开展区域化管理工作提供参考. Based on the actual situation of production, operation and management of Southwest Pipeline Company,the achievements of station regional management from West-to-East Gas Pipeline and West Pipeline are investigated. It is analyzed and discussed from the perspectives of regional manage- ment responsibilities,personal allocation,risk identification,adaptability renovation,centralized in- spection,centralized monitoring,integration of operation,overhaul and maintenance,staff skill up- grading,regional division,standard system and implementation steps. Then the regional innovate man- agement mode with the guiding idea of "safety first and service first,professional focused and people- oriented" for pipeline enterprises is put forward. Through analysis and study,the regional management method is established with the goal of risk control,the means of four-level alarm,the improvement of employee's ability as the grasp and the solution of practical problems as the starting point. It has also clari- fied the idea of "trial implementation before promotion",which provides a reference for the compre- hensive development of regional management.
