外商直接投资与区域绿色全要素效率 被引量:9

摘要 采用Super-MSBM距离函数测算能源和环境约束下的绿色全要素效率,并实证检验外商直接投资对绿色全要素效率的影响及其作用机制。研究结果表明,忽略能源要素会导致区域绿色全要素效率被低估,忽略环境污染物则会导致绿色全要素效率被高估;在投入产出要素中,劳动投入的效率最低,在一定程度上制约了中国经济发展的可持续性;分省份来看,天津、海南和青海的绿色全要素效率处于前三位,而河北和内蒙古的绿色全要素效率偏低。进一步地研究发现,外商直接投资对区域绿色全要素效率提升具有显著的促进作用,肯定了"污染光环效应"在中国的存在;就影响机制而言,外商直接投资主要是通过促进能源投入和劳动投入的效率提高来对绿色全要素效率产生正面影响。 Taking energy and environmental pollutants into consideration,this paper adopts super modified slack based measure( Super-MSBM) to evaluate effect of foreign direct investment on green total factor efficiency and its mechanism in China. The estimation results show that the ignorance of energy factors may lead to underestimation of regional green total factor efficiency,on the contrary,the ignorance of pollutants may result in overestimation of regional green total factor efficiency. Among the input and output factors,the efficiency of labor input is the lowest,which restricts the sustainable development of economy.In terms of different provinces,Tianjin,Hainan and Qinghai enjoy the highest green total factor efficiency,while Hebei and Inner Mongolia are on the lower side. Further researches show that FDI exerts a significant positive impact on green total factor efficiency,which verifies the existence of "pollution halo effect "caused by technology spillover effect in China. Regarding mechanism,FDI stimulates regional green total factor efficiency by promoting the efficiency of energy and labor factors.
