新时代新乡贤治村的困境与对策研究

Study on the Difficulties and Countermeasures of New Squire Governing Villages Under the NewPeriodVision

指出了国内乡村在城镇化的影响下逐渐向现代化乡村转变,但同时乡村的治理与发展也面临许多困境,乡村的空心化和边缘化、乡村精英的流失,治理主体能力弱化、相关制度失效、乡村精神文化缺失等问题逐渐显现。当前“新乡贤”有着独特的感染力,是推动乡村社会治理的重要因素。通过梳理新乡贤与现代乡村社会治理的内在关系,分析了新乡贤的内涵与价值,提出了新乡贤治村的策略,通过提高新乡贤在乡村治理与发展中发挥的功能和作用,有助于摆脱乡村社会治理困境。

Under the influence of urbanization,urban and rural areas in China are gradually transforming to modernization,but at the same time,the rural governance and development are also facing many difficulties,such as the hollowness and marginalization of the rural areas,the loss of rural elites and the weakness of the main governance capacity.Institutional inefficiency and the lack of rural spiritual culture have gradually emerged.Nowadays,the new country squire has a unique appeal and is an important factor to promote the governance of rural society.This paper combs the internal relationship between new country squire and modern rural social governance,analyses the connotation and value of new country squire,and puts forward the strategies for new country squire to govern villages.Through the research,the function and role of new country squire in rural governance and development can be improved,which helps to get rid of the plight of rural social governance.
