菲律宾非政府组织发展路径分析

A Research on the Development Path of Non-Governmental Organizations in Philippines

作为少数以宪法形式确认非政府组织在国家发展中具有重要地位的国家之一,菲律宾独特的历史发展进程为其国内非政府组织的形成、发展提供了沃土,使其具有了不同于其他发展中国家的诸多特点和路径。基于对菲律宾非政府组织发展历史的回顾,可以对其在历史发展过程中表现出的若干特点进行总结归纳,并在此基础上结合现状与相关理论对其发展路径进行分析。菲律宾非政府组织的发展路径主要体现在与政府互动后的制度、资金、监管三个方面,非政府组织与政府的关系构建、非政府组织自律体系的构建两个要素分别作为非政府组织发展的前提与保障,具有重要启示意义。

As one of the few countries that confirms the importance of non-governmental organizations( NGOs) in national development in the constitutional form,the Philippines’ unique historical development process provides fertile ground for the formation and development to NGOs,which has made its NGOs different from other developing countries in characteristics and paths. The review of the development history of NGOs in Philippines can summarize several characteristics which have shown in the course of historical development.And based on this,combining with the present situation and related theories can analyze the development path.Finally,it is concluded that the development path of Philippine non-governmental organizations is mainly reflected in the system,capital and supervision after interaction with the government. The relationship construction between NGOs and government and the construction of self-discipline system of NGOs are the preconditions and guarantee for the development of NGOs,which have important enlightenment significance.
