“为官不为”行为的内容及结构研究：基于扎根理论的探索

Content and Structure of Duty Dereliction:A Research Based on Grounded Theory

“为官不为”是当前中国需要治理的重要问题。为了更好地给“为官不为”行为的解读提供一个清晰的理解框架。运用探索性研究对36名公共部门人员进行深度访谈,基于扎根理论对“为官不为”行为的具体内容结构进行理论构建,来回答中国公共部门“为官不为”行为“是什么”。研究结果表明,中国公共部门“为官不为”行为主要包括态度上的不作为、动机上的不作为和心理认知上的不作为三个维度。这三个维度不仅反映了我国全面深化改革背景下公共部门人员的实际行为表现,同时还能为未来培育和激发员工的工作积极性和有效作为提供一定的参考价值。

Duty dereliction is a major issue that China needs to address currently.Aiming at providing a framework of clearly interpreting duty dereliction,this paper conducts an exploratory research through indepth interviews with 36 public sector personnel.Based on grounded theory,it describes specific content and structure of duty dereliction in theory to illustrate what it is in China’s public sector.The findings show that duty dereliction in China’s public sector mainly includes three dimensions:attitudinal inaction,motivational inaction and psychologically cognitive inaction,which not only reflect the behavior of public sector personnel in the background of comprehensively deepening reform in China,but also provide some reference for cultivating and stimulating the enthusiasm and effectiveness of employees in the future.
