论我国四大板块高质量发展的新动能培育

On Fostering New Development Drivers for the High Quality Development of China’s Four Major Economic Plates

培育发展新动能是我国四大板块实现高质量发展的重要任务。鉴于区域差异性、阶段性和战略性不同,四大板块培育发展新动能的实现途径不宜同步同策,而应采取差别化策略,坚持以问题和目标为导向,着力解决区域产业发展的结构性问题,优化区域发展环境,持续增强实现区域高质量发展的内生动力。东部地区要激发创新活力和构建创新体系,中部地区要积极承接产业转移和挖掘市场需求,西部地区要创新发展路径和改善发展环境,东北地区要深化改革、调整结构与优化营商环境并举。只有四大板块协同推进新旧动能转换,我国才能实现高质量的区域协调发展,进而才能解决长期存在的发展不平衡不充分问题。

Fostering economic development drivers is the main task of achieving high quality development of China's four major economic plates.Because of different conditions,stages of development and strategies,taking the same ways of four major plates to foster new economic development drivers is not reasonable,so making different polices by regional conditions is considered as practical solutions.We should stick to the problem and goal orientation,focus on solving the structural problems of regional industrial development,optimize the regional development environment,and continuously enhance the endogenous power to achieve high quality development.The eastern region should take the new ways and improve development environment,the central region should try best to accept industrial transfer and meet the need of market,the northeastern region should deepen the reform,adjust structure and optimize business environments.If the four major plates take the new development power to replace the old one together,China will achieve the goals of high quality coordinated development,and then solve the problems of uneven and inadequate development.
