贫困是我国全面建成小康社会的短板问题,随着农村贫困治理由粗放的贫困救济向精准的扶贫开发转换,加强精准扶贫绩效评估不仅是提升扶贫成效,切实打赢脱贫攻坚战的必然要求,也是近年来精准扶贫研究的前瞻性议题。鉴于现阶段我国地方政府精准扶贫绩效受扶贫目标、政策环境、扶贫机制和原有扶贫模式等因素影响,深入推进精准扶贫战略还面临扶贫理念可持续性、扶贫制度可衔接性、扶贫机制完善性及扶贫模式的前摄性等多方面挑战。因此,有必要正视绩效评估对于精准扶贫目标精准性、方式科学性及减贫效果有效性的积极作用,通过持续更新扶贫理念并加强靶向治贫,刷新扶贫体制并推进整体性管理,创新扶贫机制并注重动态监管,进一步促进精准扶贫工作的提质增效。

Poverty is a short-board problem in China's building a moderately prosperous society in all respects.As rural poverty governance shifts from extensive poverty relief to precise poverty development,strengthening the performance evaluation of precision poverty alleviation is not only an inevitable requirement for improving poverty alleviation and actually winning the fight against poverty,but also the forward-looking issues in precision poverty alleviation research in recent years.In view of the fact that the performance of China's local governments'poverty alleviation is affected by poverty alleviation goals,policy environment,poverty alleviation mechanism and the original poverty alleviation model,the promotion of precision poverty alleviation strategy is still facing the sustainability of poverty alleviation concept,the linkage of poverty alleviation system,the improvement of poverty alleviation mechanism,the proactive nature of the poverty alleviation model and many other challenges.Therefore,it is necessary to face up to the positive effects of performance appraisal on the accuracy,rationality and effectiveness of poverty alleviation goals.By continuously updating the concept of poverty alleviation and strengthening targeted therapy,refreshing the poverty alleviation system and promoting overall management,innovating poverty alleviation mechanisms,and paying more attention to dynamic supervision,we can promote the quality and efficiency of precision poverty alleviation work.
