Difficult Transition: Changzhou Local Autonomy and an Modernization Attempt to Urban Construction (1909—1927)

一个城市的近代化在很大程度上取决于市政建设的近代化,或者说,市政建设的近代化是城市近代化的必要前提。从晚清至国民政府成立之前,江苏常州的城市建设基本上与地方自治密切相关,在某种程度上延续了乡绅治理的传统。由于派系之争、军阀战乱,政府层面的市政建设虽然取得了一定的成效,但是难以持续施展。

To a large extent,the modernization of a city depends on the modernization of municipal construction,or the modernization of municipal construction is a necessary prerequisite for urban modernization.From the late Qing Dynasty to the establishment of the National Government,the urban construction in Changzhou,Jiangsu Province,was basically closely related to local autonomy,to some extent,it continued the tradition of squire governance,and because of factional disputes and warlords’war,the municipal construction at the government level had achieved some results,but it’s difficult to carry out sustainably.
