财政支出、科技创新与经济高质量发展——基于长江经济带108个城市的实证检验

Fiscal Expenditure,Scientific and Technological Innovation and High-Quality Economic Development——An Empirical Analysis based on 108 Cities in the Yangtze River Economic Belt

本文在理论上分析了财政支出与科技创新对经济高质量发展的作用机理,以2007-2016年长江经济带108个地级城市为样本,分析了长江经济带经济高质量发展的时空演变特征,并采用固定效应模型及门槛模型实证分析了财政支出、科技创新及二者交互项对经济高质量发展的影响。研究结果发现:长江经济带经济高质量发展总体水平在不断提升,高水平的经济高质量发展集中在下游和中游区域城市。财政支出、科技创新及二者交互项对长江经济带经济高质量发展均具有显著促进作用,财政支出对科技创新驱动长江经济带经济高质量发展存在门槛效应。但科技创新仅对中游、下游区域以及大城市的经济高质量发展促进作用明显,对上游区域、中小城市的作用不显著。财政科技支出与科技创新尚未实现良好的互动,对长江经济带经济高质量发展的促进作用也尚未显现;财政教育支出与科技创新具有较好的关联作用。财政支出与科技创新的交互项对长江经济带上游、中游区域及中等城市、小城市的经济高质量发展具有显著促进作用,对下游区域和大城市的影响不显著。

Theoretically,this paper analyzes the effect mechanism of financial expenditure and scientific and technological innovation on the high quality development of economy.Based on the sample data of 108 prefecture-level cities in the Yangtze river economic belt from 2007 to 2016,the spatial-temporal evolution characteristics of high-quality economic development in the Yangtze river economic belt are analyzed,and by using the fixed effects model and threshold model empirical analysis on the fiscal expenditure to economic,scientific and technological innovation,and both the interactive influence on the development of the high quality.The research results show that the overall level of high-quality economic development in the Yangtze river economic belt is constantly improving,and the high-level high-quality economic development is concentrated in the downstream and midstream cities.Financial expenditure,scientific and technological innovation and the interaction between them all play a significant role in promoting the high-quality economic development of the Yangtze river economic belt,but the scientific and technological innovation only plays an obvious role in promoting the high-quality economic development of the middle and lower areas of the Yangtze river and the large cities,the effect on upstream areas,medium cities and small cities is not significant.Moreover,fiscal expenditure has a threshold effect on the high-quality economic development driven by scientific and technological innovation in the Yangtze river economic belt.Financial expenditure on science and technology and scientific and technological innovation have not yet achieved a good interactive relationship,and the promotion of high-quality economic development of the Yangtze river economic belt has not yet appeared.Financial education expenditure and scientific and technological innovation have a good correlation.The interaction between fiscal expenditure and scientific and technological innovation can significantly promote the high-quality economic development of the upper and middle reaches of the Yangtze river economic belt,medium and small cities,while the impact on the downstream regions and large cities is not significant.
