法律是指导和规范建筑节能行业发展的重要手段。2008年10月1日,《民用建筑节能条例》的施行,对推动建筑节能工作起到了显著作用。十余年来,建筑节能的内涵已演进为绿色建筑,发展绿色建筑已成为推进绿色发展的重要引擎。现有建筑节能领域的法律法规已不能完全适应社会的发展。结合新时代新的发展理念,总结我国当前建筑节能领域法律法规实施过程中所出现的问题,并以“放管服”改革为背景对完善我国建筑节能领域法律法规提出建议。
