摘要
公信力是行业协会的立会和发展之本。以广东省Z行业协会为研究样本,考察其公信力现状。调查研究发现,广东省Z行业协会公信力不高。其引致原因,既有行业协会自身内生性的问题和缺陷,表现为,自律机制存在缺陷,协会自身发展能力羸弱和信息公开机制建设滞后;也有来自外部的社会性因素的制约和影响,表现为,源自外部的制度环境不完善,缺乏有效的外部监督和社会诚信体系的缺失。作为含金量极高的无形资产,行业协会公信力的构建是一项系统性工程,需要积极创设条件,内外结合,多管齐下。具体举措是:加强协会内部制度建设与结构治理,练好协会内功;建立和完善行业自律机制,净化行业自身生态环境;发挥协会专业优势,提升内涵式服务质量;完善信息公开制度,提高协会办会透明度;建立和健全相关法律法规,实现依法治会;强化协会外部监督,建立大监管格局;完善并加强行业协会评估,以评估促进公信力建设。
Public credibility is the foundation of the industry association’s establishment and development.Taking the Guangdong Provincial Z Industry Association as a research sample aims to survey the status quo of its public credibility construction,we found that the Guangdong Provincial Z Industry Association has a low public credibility.The causes are not only the endogenous problems and defects of the industry associations,which are manifested in the lack of the self-discipline mechanism,the weak development capability of the association and the lag of information disclosure mechanism,but also the constraints and influences from external social factors,which are manifested in the imperfect institutional environment from the outside,the lack of effective external supervision and the insufficiency of social integrity system.The construction of the public credibility of the industry association,which is an intangible asset with a very high gold content,is a systematic project,which requires active creation of conditions,internal and external integration,and multi-pronged.The specific measures are as follows:strengthening the internal system and structure governance of the association,improving the internal strength of the association;establishing and improving the self-discipline mechanism of the industry;purifying the internal environment;giving full play to the professional advantages of the association,improving the quality of the connotative service;perfecting the information disclosure system and improving the transparency of the association;establishing and improving relevant laws and regulations,governing association by law;strengthening the external supervision setting a giant supervision pattern;improving and strengthening the evaluation of industry associations,promoting public credibility construction by evaluation.
