多元创新的城市规划公众参与机制探索与实践——以长春市总体规划编制为例

Exploration and practice of public participation mechanism in urban planning with multiple innovations——taking Changchun master planning as an example

以长春市总体规划编制为契机,介绍现行城市规划公众参与现状和长春市总体规划公众参与的创新、实践及实施效果,通过“五大阶段、七大群体、多种形式”公众参与方案的制定,探索全过程、全社会、多形式公众参与机制的建立,发挥公众参与的积极促进作用,提升总体规划编制的科学性与有效性。

Taking Changchun master plan as an opportunity,it introduces the current situation of public participation in urban planning and the innovation,practice and implementation effect of public participation in Changchun.Through the formulation of“five stages,seven groups and various forms”public participation program,it explores the whole process,the whole society and various forms of public participation.With the establishment of the mechanism,we should play an active role in promoting public participation and improve the scientific and effective formulation of the master plan.
