This paper introduces the history and development of China free pilot trade zone,investment ways of human capital and local government's push and support which is subject to low cost requirement.The existence of endowment effect challenges the theory of transaction cost,positing the importance of nudging and libertarian paternalism of the local government.Usually immigration and job hunting are the outcomes of rational decision;the majority may waiver,and the foreigners might be confused.According to the real loss-return utility curve,the solution of double income is literally practical.It is common to find out that high profile human capital is treasured anywhere.Movable,dynamic while smooth human resource pool may be a cure.Meanwhile,talent recruitment should be long-term oriented,with the interaction of the push and support of the government,enterprise cooperation,and individual interaction,in addition to the nurture of career development,happiness and well-being and a sense of belonging.As per the nature of co-competition,a well-coordinated comprehensive plan concerning China free pilot trade zones should be conceived.Hainan Free Pilot Trade Zone has an attribute of global opening.It is realistic to apply transaction cost and human capital theory altogether for enhancing the potential of humanities environment in the above-mentioned area.
