Design of emergency code resource management platform based on priority access technology

研究设计了一种应急码号资源管理平台,通过结合运营商现有移动通信技术中的优先呼叫技术资源,建立用户卡号管理平台用于应急用户的动态管理,保障政府应急职能机构指定的号码具备公众移动通信网络的优先接入,从而应对当应急事件突发时,网络拥塞带来的应急指挥沟通不便的状况。

This paper studies and designs an emergency code resource management platform.By combining the priority call technology resources in the existing mobile communication technology of the operators,the user card number management platform is established for the dynamic management of emergency users to ensure that the number designated by the government emergency agency has the priority access to the public mobile communication network,so as to avoid the inconvenience of emergency command and communication caused by network congestion.
