我国农业保险风险保障:现状、问题和建议

On the Current situation and Problems of Risk Protection of Agricultural Insurance in China and Relevant Suggestions

正确认识并客观评价过去十几年我国农业保险的发展成就和存在的问题,对于完善新时期农业保险政策、助推农业保险高质量发展具有重要意义。本文从农业保险的核心功能--风险保障视角出发,从保障水平、效率和贡献三方面构建了相对独立又具有内在逻辑、可较为科学评价农业保险风险保障程度的指标体系,并以2008~2018年的数据为基础,对中国农业保险发展状况进行了较为全面深入的分析。本文的研究发现对于推动农业保险高质量发展,明确下一步农业保险政策优化调整的方向和路径具有重要的参考价值。

Understanding the development and problems of Chinese agricultural insurance over the past decade properly is important and meaningful for improving agricultural insurance policies and the industry’s high-quality development.As risk protection is considered as the core function of agricultural insurance,this paper selected 9 independent and logically relevant indicators relating to level of development,efficiency and contribution for evaluating agricultural insurance from the perspective of risk protection.Then,on the basis of 2008-2018 data,it conducted a thorough and comprehensive analysis of the development of the agricultural insurance in China.The findings of this paper may have a significant contribution to the following policy revision,path selection and high-quality development of China’s agricultural insurance industry in the future.
