基于“河长制”的水环境治理综合探索——以龙河为例

习近平生态文明思想提出"要把修复长江生态环境摆在压倒性位置","每条河流要有‘河长’了"。《"一河一策"方案编制指南(试行)》是河长开展工作的主要依据,要求找出水环境问题,提出修复措施。龙河水环境现状问题主要有4个,一是龙河干流河道季节性脱流;二是龙河干流在两县交界处漂流物污染严重;三是水功能区部分指标超标,污染特征不完全相同;四是水源地保护区物理隔离不完全,管理保护粗放。再针对问题分别提出治理措施,从而实现"河畅、水清、堤固、岸美、景绿"。
