Culture represents rich connotations,including external habit,customs,etiquettes and internal philosophy,moral,etc.As a product of social life,culture,originated from human,has an influence on human in turn.The rule of law as a social norm,also originated from human,consists of legal system on a national level and legal culture on a community level.It is necessary to adhere to the development path of culture,focus on the external and internal aspect of legal culture,and nurture the legal culture according to the nature of both culture and the rule of law.In the process,the relationship between culture and the rule of law should be highlighted in a unity of opposites and a positive interaction.
