历史时期滨海水利工程的开发——以清代温州为例的考察

Development of Coastal Water Conservancy Projects in the Historical Period ——A Case Study of Wenzhou in Qing-Dynasty

历史时期水利工程的开发具有时代性与多样性特点。经费是水利工程顺利进行的前提和保证,是水利开发中重要的环节。清代温州滨海平原水利开发频繁,其经费来源及筹措路径具有多样性,主要为各级政府财政支出和民间各种形式的水利集资。经费筹措主体力量的变化也可以看出清代不同时期水利开发路径的变迁,进而厘清中国传统社会在公共水利工程建设方面的发展历程,因此,清代温州滨海平原的水利开发对于今天中国东南滨海平原水利工程开发具有重要的历史借鉴意义。

The development of water conservancy projects in the historical period has the characteristics of times and diversity.Funding is the precondition and guarantee for the smooth development of water conservancy projects,and it is an important link in the development of water resources.In the Qing Dynasty,the development of water resources in Binhai plain was frequent,and its sources of funding and ways of raising were diverse,mainly from all levels of government expenditure and various forms of non-governmental water conservancy fund-raising.Changes in the main force of the financing can also be seen in the evolution of the water conservancy development path in different periods of the Qing Dynasty,thus clarifying the development process of the construction of public water conservancy projects in the traditional Chinese society.Therefore,the water conservancy development of Binhai plain in the Qing Dynasty has important historical reference significance for the development of water conservancy projects in the southeast coastal plain of China today.
