公安机关参与构建共建共治共享的社会治理新格局研究

New Pattern of Social Governance of “Shared Construction,Governance and Benefits” Involving Public Security Organs

公安机关在构建共建共治共享的社会治理新格局中具有重要的地位和社会责任,公安机关参与构建共建共治共享的社会治理新格局是落实党委政府决策部署的政治要求。但现阶段全社会共建共治共享理念仍需进一步培育,存在社会公众参与平台缺失,保障机制不健全,管理体制不完善,舆论宣传不到位等制约因素。公安机关参与构建共建共治共享的社会治理新格局的路径选择有:树立多方协同共治的治理思维;建立健全复合共治机制;建立规范高效的公安机关参与共建共治共享社会治理格局的管理机制;创新形式,拓展社会力量参与的空间。

Public security organs play an important position and social responsibility in a new pattern of social governance of shared construction,governance and benefits.The new pattern involving public security organs is also the political requirement of decision-making and deployment of the Party Committee and government.However,at the present stage,the concept needs to be further cultivated.There are constraints such as deficiency of public participation platform,imperfect security mechanism and management system as well as inadequate publicity of public opinion.The ways for public security organs to participate are as follows:Firstly,to establish the governance thinking of multi-party co-governance;Secondly,to improve the mechanism of multi-party co-governance;Thirdly,to form a standardized and efficient management mechanism;Finally,to innovate forms and expand the participation of social forces.
