浅议海洋在新时代自然资源管理体制中的前景

党的十九大做出了设立国有自然资源资产管理和自然生态监管机构的重要部署,党的十九届三中全会通过了深化党和国家机构改革的方案,其中明确设立自然资源部,将海洋资源纳入国家自然资源管理体系进行统一管理.本文从我国海洋资源管理概况入手,深入分析了海洋资源管理纳入自然资源综合管理体系的必要性,讨论了海洋资源在自然资源综合管理新体系中的地位作用,在此基础上提出了为实现海洋经济全面可持续发展和建设海洋强国战略目标而做好新时代海洋资源管理工作的几点建议.

The 19th National Congress of the Communist Party of China has made important arrangements for the establishment of state-owned natural resources assets management and natural ecological regulatory bodies.The Third Plenary Session of the Nineteenth Central Committee of the Communist Party of China has decided to deepen the reform of the Party and state institutions,in which the Ministry of Natural Resources has been clearly established to integrate marine resources into the national natural resources management system for unified management.Based on the general situation of marine resources management in China,this paper which deeply analyses the necessity of integrating marine resources management into the integrated management system of natural resources,discusses the status and role of marine resources in the new system of integrated management of natural resources.In order to realizing comprehensive sustainable development of marine economy and building a powerful marine country,puts forward for countermeasures and recommendations of the management of marine resources in the new era.
