本文全面总结分析第三轮矿产资源规划编制审批、制度建设、重大任务落实、编制实施创新情况,梳理总结了各地规划在落实新发展理念中的典型做法,分析了规划编制实施中存在的主要问题,从新时代规划功能定位、规划法律地位、规划体系、规划分区体系、实施机制等方面提出了改进规划工作的政策建议.

This paper comprehensively summarizes and analyses the situation of approval,system construction,implementation of major tasks and innovation of the third round of mineral resources planning,summarizes the typical practices in implementing the new development concept of local planning,and analyses the main problems existing in the implementation of planning,from the orientation of planning function in the new era.Policy suggestions for improving planning work are put forward in terms of legal status,planning system,planning zoning system and implementation mechanism.
