The CORE concept facilitates the implementation of a quality management system in higher education institutions. It defines four essential steps: to clarify goals,optimize processes,reflect outcomes,and encourage improvement,which must be applied to different objects. In the context of teaching and learning,we differentiate four levels,from the university over the faculty and the study program to the specific course. The article explains how the model can be used for an initial organizational analysis and the conception of your own QM system. The concept was developed at the Minster University of Applied Sciences,a large German university of applied sciences. In the last years,it has successfully been used in consulting projects with universities in Latin America and Africa.
